Article 11 Medical institutions shall use inpatient bills for the following medical income obtained for the provision of medical services for inpatients:

Article 12 The outpatient bills and inpatient bills shall be used for the prescribed purposes and shall not be used in combination.

Article 13 The following income shall not use medical bills:

(b) Revenue from financial assistance. That is to say, medical institutions obtain subsidy income from the financial department.

Chapter III Printing, Purchase and Issuance of Medical Bills for Payment Article 14 The bills for medical charges shall be separately supervised (printed) by the State Council and the provincial financial department. No unit or individual may forge or alter bills for medical charges, and may not store, carry, mail, transport or purchase forged or altered medical bills.

Article 21 When medical institutions purchase medical bills for medical charges, they may, in accordance with regulations, collect the fee for the work, and shall pay the financial department a fee for the financial bill.

Chapter IV Use and Management of Medical Fees Bills Article 22 Medical institutions shall strictly comply with the provisions of these Measures and the requirements of financial departments to use medical bills.

No unit or individual may use illegally acquired, obsolete or false medical bills; may not transfer, introduce, transfer, lend, open, falsely open, or destroy unauthorized medical bills; and may not use medical bills and other fiscal bills or tax invoices. Use each other.

Article 23 A medical institution that obtains outpatient medical income and inpatient medical income shall issue a medical fee bill to the paying party and affix its own financial seal or special seal for charging. Article 26 Medical institutions shall properly keep medical bills charged, set up counters or special banks for bills, and do a good job of anti-theft, fire prevention, moisture prevention, flood prevention, explosion prevention, anti-corrosion, etc. of bill storage warehouses (special counters) to ensure the storage of medical bills Safety.

Article 27 When medical institutions use medical bills for payment, they shall check whether there are missing pages, wrong numbers, or damages, etc., and shall promptly return them to the financial department for disposal upon discovery.

Article 28 Loss of medical bills collected by medical institutions shall be declared as invalid on the media at or above the county level in a timely manner. The names of the lost bills, quantities, number segments, causes of loss, and media declaration information shall be submitted in writing to the original situation. Article 29 A medical institution shall properly keep the stubs of medical bills that have been issued, and the period for keeping stubs of the bills shall, in principle, be five years. If it is really difficult to save for five years, it should submit an application to the financial department that issued the original bill. Article 30 The stubs of medical bills that need to be destroyed at the expiry of the preservation period and medical bills that have not yet been used but are to be destroyed shall be registered by the medical institutions, and shall be approved by the financial department of the original bills issued by the financial department. Article 31 If a medical institution cancels, reorganizes or merges, it shall promptly go through the formalities for the change or cancellation of the "Financial Bill Acquisition Certificate," and register the stubs of medical bills that have been used and unused medical bills. Chapter V Supervision, Inspection and Legal Responsibility Article 33 The Ministry of Finance and the provincial finance department shall regularly supervise and inspect the performance of the medical fee bill printing enterprises.

Article 34 The financial and health departments at all levels shall, in light of actual conditions and management needs, conduct annual inspections or irregular special inspections of the procurement, use, and management of medical bills.

Article 35 The financial and health departments at all levels shall supervise and inspect the use and management of medical bills, and shall follow the stipulated procedures and requirements. Article 36 A medical institution shall consciously accept the supervision and inspection of the use and management of medical bills collected by the departments of finance, health, social security, auditing, and supervision, truthfully reflect the situation, and provide information, and shall not conceal the situation, resort to fraud or refuse or hinder supervision and inspection.

Article 37 In case of procurement, use, or management of medical bills for payment in violation of the provisions of these Measures, the financial department shall order the medical institution to rectify within a specified time limit.

Article 38 If a unit or individual violates the provisions of these Measures, it shall be investigated for legal liabilities in accordance with the provisions of the State concerning the administration of financial instruments.

Chapter VI Supplementary Provisions Article 39 The provincial finance and public health departments shall, in accordance with the present Measures and in light of the actual conditions in the region, formulate specific implementation measures and submit them to the Ministry of Finance and the Ministry of Health for the record.

Article 40 The administrative measures for the use of medical fee bills of the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be formulated separately.

Article 41 The present Measures shall come into force on January 1, 2013.
