According to the notification requirements of the Ministry of Health, Heilongjiang Province issued the "Implementation Plan for Establishing a Smokeless Medical and Health Unit in Heilongjiang Health System" recently, and signed the responsibility of creating a smoke-free unit with the municipal (county, district) health bureaus and medical and health units. The book clearly stipulates that the province’s health system will be a total ban on smoking at the end of this year.

At the same time, the province will step up publicity efforts, mobilize and encourage various relevant departments, social organizations, and enterprises and institutions to actively participate in tobacco control, focusing on creating a smoke-free hospital, a smoke-free school, and a smoke-free government, and actively carry out indoor activities. Public places and workplaces are prohibited from smoking propaganda activities, and people are urged to refuse tobacco, reduce disease, and build a clean environment free of tobacco harm.
